Overview

Affordable housing is an inherently complex issue that has cause and effect relationships that span disciplinary boundaries. There is a critical need for holistic approaches that recognize the connections between housing and health, equity, sustainability, and social justice. The objective of this page is to serve as a clearinghouse to identify some of the wide array of resources that can be used to help resolve the housing affordability crisis. The inclusion or exclusion of any source is not a commentary on the value-add they bring to the industry. This page focuses on free on-line resources although some sources also have premier subscription and/or membership services. Many of the sites have tabs for Research, Publications, and Resources that provide access to additional materials. The Mid-America Regional Council maintains many datasets and maps describing boundaries, resources and features in the Kansas City region. MHDC administers, and provides financing for the rehabilitation and construction of affordable housing. The Commission also provides funding for home loans to qualified, first-time buyers through a network of certified, private mortgage lenders. The Commission administers the federal and Missouri Low-Income Housing Tax Credit (LIHTC) programs, the Affordable Housing Assistance Program Tax Credit (AHAP), federal HOME funds, National Housing Trust Funds, Missouri Housing Trust Funds, Emergency Solutions Grant Funds and the direct funding of several housing assistance and COVID-19 response programs. The National Housing Preservation Database (NHPD) was created by the Public and Affordable Housing Research Corporation (PAHRC) and the National Low Income Housing Coalition (NLIHC) in 2011 in an effort to provide communities with the information they need to effectively preserve their stock of public and affordable housing. The NHPD is an address-level inventory of federally assisted rental housing in the US. The data in the NHPD come from the US Department of Housing and Urban Development (HUD) and the US Department of Agriculture (USDA), and include ten federally subsidized programs. ____________________________________________________

The RURAL DATA PORTAL is targeted toward rural communities, but a wide range of information is presented for the nation, states, and counties for rural, suburban and urban areas. Most of the information provided in the RURAL DATA PORTAL come from Housing Assistance Council (HAC) tabulations of various public use data sets such as the 2010 Census of Population and Housing, the American Community Survey (ACS) and Home Mortgage Disclosure Act Data.

Managed by the U.S. Department of Housing and Urban Development Office of Policy Development and Research (PD&R), HUD User hosts research, publications, and datasets in housing, community development, and more. The U.S. Department of Housing and Urban Development's (HUD's) Office of Policy Development and Research (PD&R) supports the Department's efforts to help. The Office provides reliable and objective data and analysis to help inform policy decisions. PD&R is committed to involving a greater diversity of perspectives, methods, and researchers in HUD research.
  • Consolidated Planning/CHAS Data. HUD receives custom tabulations of American Community Survey (ACS) data, known as the CHAS data (Comprehensive Housing Affordability Strategy). The data can be used to analyse the extent of housing problems and housing needs, particularly for low income households. The CHAS data are used by local governments to plan how to spend HUD funds, and may also be used by HUD to distribute grant funds.
  • PD&R Edge. PD&R Edge, provides a snapshot of research, periodicals, publications, news, and commentaries on housing and urban development issues. Edge research demonstrates that housing location affects essential outcomes, such as income and health, for residents.
  • Geospatial Data Storefront. The HUD-eGIS Storefront provides a one-stop shop where users can search for and discover HUD's geospatial datasets, web-based mapping tools, and application programming interfaces (APIs). By providing convenient access to a broad range of information the HUD-eGIS Storefront empowers citizens and organizations to engage in the data-driven decision making efforts that affect their communities.
  • Fair Market Rents (40th Percentile Rents) Fair Market Rents (FMRs) are used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), rent ceilings for rental units in both the HOME Investment Partnerships program and the Emergency Solution Grants program, calculation of maximum award amounts for Continuum of Care recipients and the maximum amount of rent a recipient may pay for property leased with Continuum of Care funds, and calculation of flat rents in Public Housing units.
  • US Housing Market Conditions. The OPD&R US Housing Market Conditions (USHMC) website contains all the national, regional, state, metropolitan, and local data and analysis in one location. Users can search by geography to access reports available for particular areas or can search by the type of report. Users can also download PD&R Mobile to display current national housing data and the latest trends in the housing market.
  • Qualified Census Tract Table Generator. This page allows users to generate Low-Income Housing Tax Credit (LIHTC) Qualified Census Tract (QCT) tables for individual counties, individual metropolitan areas, nonmetropolitan parts of individual States, all counties in a single State, the complete table for all metropolitan areas, and the complete table for all nonmetropolitan parts of States.

  • Choice Neighborhood Program The Choice Neighborhoods program provides competitive Planning Grants and Implementation Grants to enable communities to revitalize struggling neighborhoods with distressed public housing or HUD-assisted housing through a comprehensive approach to neighborhood transformation. Local leaders, residents, and stakeholders, such as public housing agencies, cities, schools, police, business owners, nonprofits, and private developers, create a plan that revitalizes distressed HUD housing and addresses the challenges in the surrounding neighborhood. The program is designed to catalyze critical improvements in neighborhood assets, including vacant property, housing, services, and schools.
  • Housing Choice Voucher Program. Housing choice vouchers allow very low-income families to choose and lease or purchase safe, decent, and affordable privately-owned rental housing.
  • Mark-to-Market (M2M) Program The Mark-to-Market (M2M) program preserves affordability and availability of low income rental multifamily properties with federally insured program. The purpose of M2M is to reduce rents to market levels by restructuring existing debt to levels supportable by these rents. The Green Initiative is also available through this program to assist owners in rehabilitating their properties in the most sustainable way feasible.
  • Project-based Voucher Program Project-based vouchers (PBVs) are a component of a public housing agency's (PHA's) Housing Choice Voucher (HCV) program. PHAs are not allocated additional funding for PBV units; the PHA uses its tenant-based voucher funding to allocate project-based units to a project. Projects are typically selected for PBVs through a competitive process managed by the PHA; although in certain cases projects may be selected non-competitively.

Historically, low-income communities experience a lack of investment, as evidenced by vacant commercial properties, outdated manufacturing facilities, and inadequate access to education and healthcare service providers. The New Markets Tax Credit Program (NMTC Program) aims to break this cycle of disinvestment by attracting the private investment necessary to reinvigorate struggling local economies. The NMTC Program attracts private capital into low-income communities by permitting individual and corporate investors to receive a tax credit against their federal income tax in exchange for making equity investments in specialized financial intermediaries called Community Development Entities (CDEs). ____________________________________________________
